Those detained for beating passersby on "Slaveykov" Square are not from the group of so-called "locals". This was commented on by Sofia Deputy District Prosecutor Atanas Dotsinski in the "Interview in NOVA News". He added that magistrates usually do not use this definition, and in this particular case it is rather not a matter of recidivism.

"We are talking about three perpetrators of a crime. Considering the lack of a previous criminal record and the fact that only one of them is known in some form to the Ministry of Interior authorities, their manifestation is rather sporadic. The crime is of a general nature and begins, is prosecuted and ends at the discretion of the state prosecution. The mother's words that the three protected a girl can be taken as a defense thesis. The video recording of what happened is material evidence," the prosecutor further explained.

Dotsinski does not believe that there is a wave of child or juvenile crime.

"Regardless of the age of the perpetrators, we strive for a quick, effective and comprehensive investigation that will prove the objective truth and protect the rights of the victims and the public interest. The feeling of impunity, which leads to the commission of this type of crime, is formed at home. "Parents' lack of interest in who their children meet and where they go, whether they have behavioral changes that may be due to the use of prohibited substances, leads to much greater harm than open violence," the magistrate emphasized.

Parents who allow their children to be outside after 8 p.m. (for minors) and after 10 p.m. (for minors) are subject to sanctions, both property and administrative, Dotsinski explained. They range between 200 and 1,000 leva.
