Zelensky approves new package of sanctions against Russian officials and publishing houses

Ukraine punishes former Chairman of the Constitutional Court Tupitsky, senior Russian officials and propaganda publishing houses

President of Ukraine Volodymyr Zelensky today approved the decisions of the National Security and Defense Council to impose sanctions against former Chairman of the Constitutional Court of Ukraine Oleksandr Tupitsky, senior Russian officials and Russian publishing companies, Ukrinform reports, BTA reports.

Special economic and other restrictive measures are introduced by decrees No. 834/2025 and No. 835/2025, published on the presidential website. The first decree covers eight people involved in crimes against Ukraine and Ukrainian citizens – including the appropriation of agricultural property, grain crops and cultural heritage sites, conducting information operations against the country and implementing Russian educational standards with anti-Ukrainian messages in the occupied territories.

Among the sanctioned figures are financier Kirill Dmitriev, an advisor to Russian President Vladimir Putin, and former Chairman of the Constitutional Court of Ukraine Oleksandr Tupitsky. The list also includes Russian Agriculture Minister Oksana Lut, First Deputy Minister of Education Alexander Bugaev, Deputy Minister of Culture Andrey Malyshev, Deputy Minister of Science and Higher Education Andrey Omelchuk, Lieutenant General Alexander Zorin of the negotiating team for Ukraine in Istanbul, and the head of the operational information department of the Federal Security Service Alexei Komkov.

The second decree imposes sanctions on five Russian publishing houses accused of justifying aggression and spreading propaganda inciting anti-Ukrainian sentiments in the occupied regions of Donetsk, Luhansk, Zaporizhia and Kherson regions. These are the publishing houses “Vecher“ (“Veche“), “Knizhen Svyat“, Publishing House “Piter“, “Center Polygraph“ and “Yauza“.

The Ministry of Foreign Affairs of Ukraine is obliged to inform the competent authorities of the EU, the US and other countries about the implementation of the sanctions and to discuss the introduction of similar measures on their part.

“Today's sanctions target individuals working in Putin's government structures involved in looting in the occupied territories, employees of Russian military intelligence and propaganda publishing houses. Everything related to the war in Russia must be blocked“, Zelensky commented on “Telegram“.

So far, Ukraine has imposed sanctions against 36 Russian companies and 18 individuals.
