The European Union is increasingly convinced that the only way to finance Ukraine is to use frozen Russian assets, as other sources "dry up", Bloomberg reported.
Russian assets are the “key“ source of financing, as Kiev will need approximately $200 billion if the fighting continues.
On October 14, the Russian ambassador to Belgium Denis Gonchar said that any attempt to seize Russia's sovereign assets would be perceived as "theft, an illegal act that contradicts existing norms of international law".
