The problem with the conquered state and the conquered institutions is a problem of systemic corruption at the highest levels of power, through which institutions stop acting in the public interest and increasingly act in private interest at the behest of a small group of people. This was stated by the co-chair of "Yes, Bulgaria" and added:
Undoubtedly at the top of the pyramid of state capture is Delyan Peevski, who subordinates the state apparatus - through many years of systematic establishment of influence in the security services and various parts of the judiciary, but especially in the prosecutor's office, despite his negligible political legitimacy
This government not only does not counteract these processes, but guarantees their expansion and reaching scales that pose a real risk to the state's ability to perform even its basic functions.
In theory, the government functions as a minority government, but the support of the MRF “New Beginning” and protection from criminal prosecution have been traded for a completely uncontrolled takeover of the institutions by Peevski and the business and private interests associated with him.
The main mechanisms for countering this takeover have been deliberately excluded. The systemic failure in the “Homeland Security” sector and the refusal to implement any substantive reforms in the “Justice” sector leave the takeover of institutions unopposed. That is why our vote of no confidence is for these two sectors.
Moreover, all measures to counter illegitimate influences were deliberately removed from the coalition agreement to form this government. The refusal and tearing of the cordon sanitaire opened the gates wide for the takeover of institutions. That is, the takeover of the state is a conscious political choice of the current government, not a side effect of its controversial competence.
According to the winners of the Nobel Prize in Economics for last year, rich countries have sustainable institutions working in the public interest, while poor countries are characterized by the fact that their institutions are taken over. So the topic of the “takeover state” is not a dispute about “armchairs” between political elites, but is the basis for Bulgaria still being last in almost all rankings in the EU. The conquered state distances Bulgaria from its European path and leads to numerous negative consequences - for welfare, for the standard of living, for the investment climate, for the business environment - due to lack of legal certainty, due to raiding and racketeering on business, due to political risk.
Because no policy can achieve its claimed positive effect when the institutions that implement it and the institutions that should limit abuses are part of the system of the conquered state.
But Peevski is not the root cause of the conquered state - he is a caricature oligarch who plays with the state like a child with a fragile toy. He takes over the institutions in a scheming manner, with compromising information and threats that should not scare anyone. We, for example, are not scared. Despite the prosecutor's arbitrariness. Despite the clubs.
The first reason is that for the most part the political class, especially in the person of the party leaderships in the current government, is weak, cowardly, broken, bent, probably “dabbled deeply in the honey pot” and was caught for it. Because of this fear, colleagues, Bulgaria suffers. It is best to free up the political terrain for people for whom there is no pappy with some sin in the boy's drawer.
The long-term damage from the current government is becoming more and more with each day in which it continues to support the takeover of the institutions.
Today you will not dispute the facts in our reasoning. You will probably try to pick a few commas, you will claim that we are hallucinating, but you have no answer. Because you know that everything inside is true.
After the active participation of GERB, DPS-Peevski and ITN, the last two regular governments were overthrown, now, in an expression of political arrogance, the main argument in favor of this government will be that it is regular.
And you will claim that it has no alternative - that there is no alternative to dependence on the backstage and that the only way to have a regular government is to pay this backstage in a previously failed attempt (in front of the public) to solve some public problem.
However, there is an alternative. The alternative is for the next government to be guided by other principles. From the understanding that Bulgarian society does not owe a ransom to the backstage.
And so as not to waste time with intrigues - a vote of no confidence does not mean that the opposition will form the next government - just as this did not happen with the last successful vote of no confidence.
And yes - every next government will also be a coalition, it will be complicated, compromises will be needed. But this is not a problem for the voters - they understand what compromise means when it is in the name of the public interest. But there can be no compromise with the conquered state. There can be no compromise with the backstage, with the hidden dependencies, with the lawlessness. This is the alternative that we present to the Bulgarian citizens.
