"In connection with another suggestion by the mayor of Sofia Vasil Terziev, we make the following clarifications: The Minister of Regional Development and Public Works Ivan Ivanov has held two meetings with the mayor of the capital Vasil Terziev, at which the requirements and principles by which the projects are financed were explained in a constructive dialogue, and the readiness of the ministry to finance the projects of the Sofia Municipality that meet the requirements of the law was explicitly emphasized", announced the MRDPW, after Vasil Terziev today accused the state of delaying payments for infrastructure projects.
"So far, the team at MRDPW, responsible for the implementation of the municipal investment program, has sent a series of letters with guidelines on how to eliminate the discrepancies in the documentation and what information needs to be provided. supplemented so that they meet the conditions of the law and proceed to the disbursement of funds. These are requirements introduced during the administration of Assen Vassilev in his capacity as Minister of Finance and Andrey Tsekov in his capacity as Regional Minister. MRDPW has never allowed itself to comment on the administrative capacity of any municipality, regardless of the party affiliation of its leadership, and will not do so now.
In his statement, Vasil Terziev himself indicates that 720 projects have been disbursed to 214 municipalities so far. This shows the following - far smaller municipalities are coping with the documentation required for disbursement, as well as that the distribution of funds is not used for political games. The opposition of citizens living in the capital and those in the countryside, which Mayor Terziev uses in his speech, is a political game.
For all three specific projects, indicated by Terziev as delayed, irregularities were found in the submitted documents:
Str. „Opalchenska“ – the implementation of the project is subject to inspection for irregularities by various institutions, which obliges the MRDPW not to make a transfer in favor of the Sofia Municipality, according to the requirements of the ZDB.
Bul. „Al. Stamboliyski“ – the documentation submitted to the MRDPW for the implementation of the project is incomplete and incorrect, and corrections and necessary documents have been requested repeatedly, including today.
The Copper Factory Bridge – We remind you that there is no signed agreement for this project in the MRDPW, and the last request for concluding one with corrected documents was submitted on 12.09.2025. It was announced with public events that the project was completed and traffic on the bridge was allowed, which would lead to a violation of the requirements of the ZDB by the Municipality.
The MRDPW team once again declares its readiness to assist the administrative process for the implementation of the projects of the Sofia Municipality, but this requires cooperation in the team of Mayor Terziev, as well as compliance with the requirements of the law and specifically the municipal investment program," explained the MRDPW.
