Today, after one of the most serious corruption scandals in recent years, which has also received international attention, silence and inaction are unacceptable. The most natural and honorable move is to immediately assume political responsibility and dismiss the entire leadership of the Ministry of Transport and Communications. This is stated in an open letter sent by the Institute for Road Safety to Slavi Trifonov - "Prime Minister No. 5 of the Republic of Bulgaria". Here is more from the letter:
This leadership has no moral legitimacy to carry out any anti-corruption reforms, for the following reasons:
- For 9 months, a favorable environment for corruption has been built in the system. The cold-blooded audacity with which bribes were demanded from truck drivers is obvious - crimes that testify to deep-rooted impunity.
- As early as June 2025, the political leadership of the ITN was officially notified of the development of an organized corruption scheme by newly appointed employees. Instead of taking action, it launched a disciplinary dismissal procedure against the employee who filed the signal. (Alert No. 13-00-43 of 30.06.2025 is available).
- Deputy Prime Minister Grozdan Karadjov, responsible for road safety, is failing to control the crisis. In the first three days of October alone, 7 people died in road accidents. This fact is terrifying and shows the lack of strategy, coordination and political will.
Mr. Trifonov, if there is a particle of that civic conscience left in you, with which you spoke from the screen for years about justice and responsibility – now is the time to intervene. To prove that your words were not just a script, but a deep inner conviction.
Silence at this moment is not neutrality. It is complicity. And any complicity in corruption and irresponsibility leads to tragedies – on the road and in society.
The universe does correct injustices. But when people in responsible positions do not react in time, these corrections often come very painfully.
Do not let the next victims on the road be your moral responsibility. Intervene.

Dear Mr. Trifonov,
We are addressing you not with a political message, but with sincere civil concern. Because we believe that even outside the spotlight, you still have influence in the political formation "There is such a people" - the party that you created and which undertook to be a guarantor of morality, honor and integrity in Bulgarian politics.
