"A large part of the river is built up". This was stated by the Minister of Environment and Water Manol Genov on the air of public television regarding the floods in the holiday village of "Elenite".

"It is not allowed to build on public state property and the question here is how this happened", he added.

According to the minister, there are many institutions that coordinate these constructions.

"So far, from our checks in the register of the Regional Inspectorate for Environment and Water (RIOSV), there is only one coordination for construction around 2006 for a treatment plant", Minister Genov noted.

"By this afternoon, I expect to receive a report on all sites whether they have been coordinated by the inspection and in what way", the minister added.

"It is permissible by law to cover a water body, but it is not permissible to you build on this covering", he also said.

"The minister pointed out that building on ravines is unacceptable and added that he does not know who the owners of the objects on the ravine are and has not checked the commercial register. In his words, the institutions have not done their job. Nature has taken revenge for greed and irresponsibility", said Genov.

"We will carefully examine whether there are "loopholes" in the Environment and Water Act and we will take measures if there are gaps in it," the minister pointed out.

On October 3, Manol Genov ordered an inspection of the "Black Sea Region" Basin Directorate to see whether the investment intentions that have been implemented in the Elenite ravine area have been coordinated with the Basin Directorate.

"We do not have meteorological stations in the Elenite area. According to data from neighboring stations, the intense rain has caused the Kozluka ravine to overflow. There is no river there. There are several dry ravines there," Minister Genov commented after the disaster on Friday.
