The Council of Ministers proposes an amendment to the Law on the National Security Service (NSS), by which the service's cars will be transferred to the presidential administration. The draft law is published on the parliament's website.

The changes aim to regulate the relationships regarding the transfer of movable property (motor vehicles) and staff numbers, as well as the legal relationships with the employees who served the presidential administration, from the National Transportation Agency to the presidential administration, with the accompanying current and capital expenses, the submitter states in the explanatory memorandum.

According to the government, the proposal does not lead to an impact on the state budget, since the changes will be compensated between the budgets of the two budget structures.

In early October, the parliament decided that the National Transportation Agency will no longer provide transport services to the presidential administration.

The Council of Ministers explains that after the changes from early October, the transport services of the presidential administration have not been regulated. It is necessary to supplement the NSO Law in order to regulate the relations between the two administrations, as well as other issues arising from the repeal, the explanatory memorandum states.

The NSO has specific tasks in the protection and security of the highest state bodies. Providing administrative and transport services to the administration is an unusual function that diverts resources and personnel. The transfer of the relevant assets, resources and staff numbers will enable the administration to organize its transport services by directly controlling and reporting on its own transport costs, which is in accordance with the principles of independence and transparency in the management of public funds. Through direct control over transport, the presidential institution will be able to more clearly manage and report publicly on its costs and asset management, the explanatory memorandum states.

The cars provided to the presidential administration will be able to be housed and serviced at the NSO base under the conditions and in accordance with the procedure specified in an agreement between the interested parties, the bill states.
