The agony continues and the longer it lasts, the bigger the tsunami it will form. Road safety has long since become a political issue. Expert decisions are sinking in the swamp of political kleptocracy.
Since the beginning of the year, 455 people have died on Bulgarian roads. Fifty-five of them remain ignored due to internal rules for reporting victims in road accidents. This means that with a single police report, any road accident can be excluded from official statistics - an “innovative“ administrative approach that conceals managerial helplessness disguised as care. This is stated in their statement by the Road Safety Institute and added:
A more in-depth analysis shows that on 30% of the days during the year, not a single fatality was recorded in a road accident, while on 18% of the days, the number of victims was more than three per day. During the rest of the year, up to three people die daily.
The monthly data shows sharp increases and decreases in the number of fatalities. This causes governments to constantly propose traffic safety measures without assessing their impact.
It can be categorically concluded that road traffic takes place in an unstable transport environment. This environment is determined by the available resources, legislation and cultural models. It can be influenced only through political decisions. There is misunderstanding and political incompetence, which leads to the continuous offering of “expert solutions“ and insinuation through a controlled media environment that the problem is rooted solely in the behavior of drivers.
The fact that behavior is a result of the environment is ignored. These same arrogant and poorly trained drivers, when placed in a different environment - such as Germany, Greece or another European country - change their behavior.
In conclusion, political and managerial weakness threatens to lead to a collapse of the transportation system, which could become a threat to national security.
