The political terrain is currently muddied. The separation of powers begins to be systematically violated. Parliament begins to make decisions that are part of the work of the executive branch. Parliamentary committees are not instruments of law. All of them seem to be a last resort to lighten up or obscure some things. This is what financier Levon Hampartsumyan said in the Nova News studio.

„At the moment, each of the political parties is trying to bring in topics that are painful for the other party”, said the economist Evgeny Kanev, and added that he agrees with the thesis that the parliament is usurping the functions of the executive power.

„When four parties say the same thing, but the fifth does not have a proportional time to state its position, some kind of suggestion is obtained,” added Kanev.

Khampartzumyan gave examples of how different countries deal with political crises and how a transition can be made from the old to the election of a new government.

„There are no caretaker governments in Italy. The previous government remains in power until a new one is elected. In Japan, there is the concept of the “white strike”. With her, the disciplined society continues to strictly follow all the rules of the company where the protesters work, but they tie white ribbons on their heads, on which they write what they are fighting for. This leads to an immediate blockage of the respective enterprise”, the financier also told.

According to Kanev, the only solution to get out of the political situation in our country is to dissolve institutions such as the Ministry of Internal Affairs and those in the judicial system, and then hire new employees only after a lie detector test. He added that a similar idea was implemented in Georgia.

„This is the only way to clear the system of all family ties and schemes that have existed since communism,” Kanev said.

According to Hampartsumyan, the key to changes is that public opinion during elections is sufficiently stable over time.

On the occasion of the proposal to distribute Easter supplements to some pensioners, Kanev specified that this is an example of an attempt at political populism before the start of the election campaign.

„Parliament can interfere in the work of the executive only when there is a budget for the year. This is part of the big problem in Bulgaria – it is not possible for people from the parliament to manage all the powers at the same time, he added.
