Only a week after the formation of the official cabinet, two ministerial changes are underway - of Foreign Minister Stefan Dimitrov and of Agriculture Kiril Vatev. Prime Minister Dimitar Glavchev suggested to President Rumen Radev to sign decrees for their release.

The constitutional text does not tell us if there is a time limit for signing the decrees, some colleagues maintain the thesis that there is a reasonable one, but in my opinion there is no time limit. This was stated by the professor of “Constitutional Law” at Sofia University Assoc. Nataliya Kiselova in “The Interview in NOVA News”.

„I expected that the reshuffle of the Minister of Foreign Affairs was agreed in advance with Rumen Radev. But, since there is no comment from the presidency and no decree has been issued, this means that the prime minister is making the change on his own, added the associate professor.

„This is part of the political crisis we have been living in since 2020. It continues like a disease with different manifestations of symptoms. Now the patient, that is, democracy, gets better, then gets worse, gets a high temperature and goes to bed,” she said.

According to her, the current cabinet is more influenced by the political parties, compared to the previous ones. “Because until now the president has always been responsible for the people who become members of the caretaker government. While now, for the first time, it was assigned to a senior official who is outside of real politics and bears no responsibility, Kiselova added.
