I was the Executive Director of the BBR. BBR is one of the structural units in the Ministry of Innovation and Growth. Prime Minister Glavchev stated that he will rely on people, inside the systems, and in this capacity he offered me. This was stated by the Acting Minister of Innovation and Growth, Rosen Karadimov, in the "Face to Face" program. on BTV.
He specified that the results of his work also contributed to the offer to be a caretaker minister. BBR is now a transparent and orderly institution.
"The bank has three objectives by law - supporting small and medium-sized enterprises, supporting the public policies of the state and overcoming regional imbalances. Strong development banks are an extremely powerful tool and market partner of the state. They are involved in key sectors in which the state cannot intervene," explained the minister.
Karadimov stressed that the bank has an expired strategy and we are making a new one. "The MS is already six months late. A task force is being formed and I have the Prime Minister's blessing. BBR should serve the Military-Industrial Complex of Bulgaria. It gives a huge percentage of GDP. Currently, this complex does not have a service bank. This will provide fresh air for him.
"BDB is responsible for the public sector – hospitals and their debts. The BDB could finance the hospitals' debts. A commercial bank would not buy such debt. It's a long business. You must have enough patience. The advantage is that heavy interest is not charged to the suppliers, the state budget is not burdened, you get a market creditor of the hospital. This creditor will control the hospital's expenses, explained the caretaker minister for innovation.
"There are several key components within the Ministry of Innovation and Growth: BDB, the Fund of Funds, which manages huge European funds, is responsible for the legacy European programs Competitiveness and Research. The first deficit that we need to overcome is that of transparency. That is exactly what I proposed today – to have general control, follow the procedures, develop criteria with part of the final beneficiaries", he also said.
