The procedure for appointing a Bulgarian ambassador to Ukraine remains a subject of disagreement between the institutions.
The press office of the president stated that as early as last fall, President Rumen Radev and the "Denkov" have approved the candidacy of the former employee of our embassy in Kyiv, Petar Tanev, but the Council of Ministers has not sent the corresponding proposal to the presidency.

According to former Prime Minister Nikolay Denkov, Tanev's candidacy was discussed between the President and the then Foreign Minister Maria Gabriel, but no official government decision was reached, as no proposal was submitted by the Ministry of Foreign Affairs:
"No decision to propose an ambassador has passed through the Council of Ministers. No such proposal has been submitted by the Ministry of Foreign Affairs. Turn to Maria Gabriel, to the presidency, this was a discussion between them, so let them explain themselves about it.
Meanwhile, a protocol was published in the information system of the Council of Ministers, according to which Petar Tanev's candidacy for Bulgarian ambassador to Ukraine was voted on by the "Denkov" cabinet, but the proposal was not sent to the president.
According to Prime Minister Dimitar Glavchev, the caretaker government should not propose a holder for the post of ambassador to Kyiv. Glavchev announced that the former Minister of Defense Nikolay Nenchev was appointed as the temporary manager of the embassy after a competition:
"First was the internal competition, within the framework of the Ministry of Foreign Affairs. No one showed up. After that, Mr. Nenchev, as an outsider, participated and won the competition. So absolutely all procedures have been followed, no presidential decree is required for the appointment of a temporary ruler, and the fact that the Constitution has been violated is absolute speculation, There is no such thing.
