How long will we tolerate hooligans on the road, including those from the National Assembly?!

This is stated in the ECTP position regarding aggressive behavior on the road by a driver with an official car of the National Assembly.

On Sunday, August 11, 2024, a team of the European Transport Policy Center (ETPC) became an unwitting participant in a dangerous situation caused by a driver of an official car of the National Assembly (NA).

The incident took place when entering Burgas from Sozopol in the evening, when the driver in question of a car with registration number CA8812КВ in heavy traffic deliberately detected other road users and tried to push some of them off the road. His aggressive behavior does not stop there, but is "upgraded" with obscene remarks and threats, as well as flaunting the fact that behind the windshield it has a lamp for a special traffic mode.

The members of the ECTP immediately report to the OD of the Ministry of Internal Affairs-Burgas, but no reaction follows.

It is important to highlight some important details:

1. At the time we found ourselves in the situation described above along with many other cars, the driver in question was not driving a Member of Parliament;

2. The driver in question did not give a light and sound signal at the same time, as required by law (Art. 91 of the ZDvP), when this is necessary, also described in the said article of the ZdvP. Only the lamp placed on the front panel showed any signal;

3. The car in question had tinted front side windows, which is also prohibited by the Civil Code - in Article 105, and no exceptions are allowed for any cars, including state institutions.

We have already shared about what happened and it turned out that the car in question with registration number CA8812КВ was also seen breaking rules and demonstrating dangerous behavior on another occasion.

That is why we are obliged to publicly ask some valid questions:

1. Does the chairman of the National Assembly tolerate such behavior from his subordinates?

2. Why does the specified car with registration number CA8812КВ break the law and drive with tinted front side windows?

3. Has the driver of the vehicle in question ever been sanctioned for hooligan behavior on the road?

4. Why didn't the Ministry of the Interior react to the report submitted by the ECTP about his dangerous behavior on Sunday, August 11, 2024?

5. Do the rules of road traffic and road safety mean anything to the drivers of the National Assembly, as well as to the people's representatives, who should set a good example, and who are obliged to create laws in the name of society? Or even they themselves refuse to comply with the laws in question, while people die and suffer on the road every day, some of them pushed by those in power?
