If we have a cabinet, whenever the elections are, it will be unstable.< /strong> This is the opinion of the political scientist Assoc. Milen Lyubenov, expressed to the BNR.
As a result of recent political events, he sees even lower voter turnout:
"I do not expect the decision to be in the 51st Parliament, which will be quite fragmented and poorly representative. It is very possible that some government will be formed, but it will likely be with very short life. You have to think long term. The way to solve the crisis is in the political parties themselves.
According to him, the president cannot delay the procedure:
"The further away the election is, the longer this election campaign will go on and the more people will opt out of the electoral process. If the elections are in December, I expect the voter turnout then to be within 20-25%.
This is a very serious political crisis, which is due to the attempts over the last 3 years to make reforms, the political scientist expressed his opinion in an interview on "Horizon". And explained:
"These reforms were unsuccessful, on the one hand, due to the lack of a majority, and on the other hand, the inability of the rulers at the time, in the form of the PP-DB, to take advantage of this situation after the protests in 2020, when there were very serious support for reforms. Now things are back to square one. This will not be an easy fight".
In his words, the strong interwoven networks of addictions in the state are now visible. However, he emphasized that they are not due to just one figure:
"Peevski is a product of the system. He is a product of this conquered country. This happened with the cooperation of the DPS, and also with the cooperation of the former prime minister and leader of GERB Boyko Borisov.
Assoc. Milen Ljubenov emphasized that there are not many options for getting out of the crisis:
"This is largely due to the constitutional changes that were made last year without being thoroughly thought through or properly synchronizing the laws that affect people on the list of potential prime ministerial candidates so that they do not fall into a situation of impossibility for them to accept the post", he commented.
The proposal of GERB – interior minister Kalin Stoyanov to be removed is completely adequate to the situation, the political scientist expressed his opinion and stated that this minister cannot remain in his post:
"Everything is in Glavchev's hands. My expectations were even within today that he would make a proposal to replace the Minister of the Interior. It will probably wait so that there are no comments that this is due to Borisov's position yesterday or that somehow today after the talks with Radev he was under some pressure. My expectations are within the next few days or if Glavchev remains the only possibility for a candidate for prime minister again – to propose another interior minister".
I don't understand the persistence of the minister himself, said Assoc. Lyubenov. According to him, Dimitar Glavchev should show political sense. "The other will mean very heavy addictions, which he himself will have to answer in the future", he specified.
Regarding the crisis in the DPS and Boyko Borisov's attitude to the issue, Assoc. Ljubenov emphasized that in the last month the leader of GERB has been trying to distance himself from this conflict in any way. According to him, Delyan Peevski will rely on the levers of influence he has in the prosecutor's office and the Anti-Corruption Commission.
"Within this campaign, the prosecutor's office is likely to be used for such purposes again, although it seems at this stage it is trying to refrain from taking sides.
The political scientist expressed the opinion that what was proposed by PP-DB is the least likely to happen. According to him, there is no way to fill the bodies without a parliamentary majority. He believes that these positions can only be filled when there is a regular government backed by a clear parliamentary majority.
