The toll system has developed the technical ability to detect average speed. This became clear at a working meeting held yesterday at the National Toll Administration.
„We hope that they will detect with these cameras and that he will be fined. According to the statistics of the Ministry of the Interior, less than two percent of the causes of traffic accidents are excessive speed. 97% are due to inappropriate speed. Inappropriate speed does not mean that you have exceeded the speed at all," Diana Rusinova from the European Center for Transport Policy told bTV.
„Speeding is one of the leading violations, but it is far from the leading cause of traffic accidents,”, she noted.
According to her, recording an average speed means the speed at which you moved from one point to another, and if it exceeds the 140 km/h allowed for the highway, drivers will be fined.
„Stationary cameras usually have a local effect. They do prevention to reduce the speed, where the point is with the camera”, Diana Rusinova explained.
According to her, the system should have been rolled out much more widely because the effect of average speed would be lost if drivers stopped at a gas station, bought something and then continued – thus slowing down their travel time.
„My appeal to the Ministry of the Interior is to fight many other violations that are much more dangerous than whether someone exceeded the speed limit by 10 km/h”, the expert pointed out.
According to her, the incorrect reconstruction of the traffic lights is much more dangerous. And the condition of the roads and asphalt has been very neglected in recent years.
„It is easiest to fine for speed”, said Diana Rusinova.
