"There should be a Speaker of the Parliament, because the Regulations of The National Assembly states that parliamentary groups are registered with the chairman, not with the presiding officer, who leads only the first meeting. Parliamentary groups must establish themselves, as there is no obstacle for that,” commented in the studio of “Hello, Bulgaria” on Nova TV the constitutional law expert Stoil Mollov.
„ Parliamentary groups are not organs of the National Assembly. Therefore, they have no relation to the activities and bodies of the parliament. The Speaker of the National Assembly as a body neither appoints nor allows”, explained constitutional law expert Orlin Kolev.
According to Mollov, parliamentary groups must be registered in a public register, but there is no rule as to who keeps this register. “It is logical that the Speaker of the National Assembly should take care of the registration of the parliamentary groups in this public register”, he also pointed out.
Kolev explained that the law, in the form of the Constitution and the Regulations for the organization and activities of the National Assembly, does not create a restriction for the deputies to get out of the current situation.
We should hope that the people's representatives, after the long attempts to elect the Speaker of the National Assembly, will reach some kind of consensus that is acceptable to all, he added.
According to the words of the two guests, the largest party represented in parliament must form a majority to elect the Speaker of the National Assembly, and subsequently to structure an administration for a regular government.
