I will remind you that some time ago they voted on changes to the Electoral Code and obliged Bulgarians to vote, although the Constitution clearly states what the rights of a Bulgarian are in terms of voting. When you replace rights in the Constitution with a law, you change a right from an obligation. Everyone can drink, but they are not obliged, right? That is exactly the case with voting. If the Constitution gives people the right to vote, any change to this right and its transformation into an obligation is a constitutional violation.
