Gutsanov: Over 25% of the economy in our country operates in the gray sector - 1

Start of inspections against the gray sector in establishments on the Southern Black Sea Coast. The Minister of Labor and Social Policy Borislav Gutsanov is also participating in the action today in Burgas. No violations were found today, but he stated that over 25% of the economy in our country operates in the gray sector.

This is precisely the purpose of the inspections - to shed light on business and thus replenish the state budget. Since the beginning of the year, 20,000 inspections have been carried out, and 75,000 violations of labor legislation have been identified, with the most frequent violations being in the fields of tourism, construction and agriculture, Nova TV reported.

The statistics of the Labor Inspectorate show that 3,100 work permits have been issued to minors so far, which is 600 more than in the same period last year. In 2024, a record of 4,450 permits issued in total was set.

Borislav Gutsanov called for awareness of responsibility by all participants in labor relations. “I think that the economy is a living organism and it is really high time we understood it. The fight for its enlightenment depends on each of us - both workers and employers. Let us truly be a more solidary and responsible society“, he said. The minister recalled that according to research, the share of the shadow economy in Bulgaria is about 25%. “That is why the entire cabinet has taken action to shed light on it, from where more funds will come to the budget and the pension system“, the minister said.

Minister Gutsanov was categorical that there should not be even a single worker without an employment contract. He explained that a calculator made by the National Revenue Agency and the National Social Security Institute shows that the average worker loses about 303,000 leva throughout his working life from unearned benefits and pensions, if he receives 1,200 leva under a contract, and in reality takes another 2,000 leva “under the table”. This is about 155,000 euros – a significant amount anywhere in the world”, Borislav Gutsanov pointed out.
