I was among those who disagreed with the president's request for a referendum on the euro. This topic has been on the agenda of the presidency for a long time. After the rejection of the referendum proposal of "Vazrazhdane", the presidency constantly received requests from citizens. We have expressed the opinion that this is an unconstitutional issue. This was stated by Krum Zarkov in the program "This Morning" on bTV, quoted by novini.bg
I think that the president himself gives the reasons. He said why he decided to do this. This path that has been taken will lead to public tension. And it will not lead to a referendum, he added.
The Constitutional Court opened a case on President Radev's request, but did not rule on the admissibility of the request. Let's assume that the Constitutional Court decides to rule on the merits. The decision will be related to whether the parliament should consider the president's request. There are 171 members of parliament who believe that a referendum cannot take place. That is, we have a legal and political obstacle, Zarkov explained.
Krum Zarkov indicated that he learned about the president's decision immediately before his statement. "He is not obliged to notify me. In my opinion, it is important that I did my job, but my opinion was not accepted. And I decided that there is no need for me as a legal advisor," he added.
"President Rumen Radev will bear his responsibility for his actions regarding a referendum on the euro. What I can say is that an assault on the euro is being prepared, organizations and tension are being created. The government is being consolidated by the president's actions, and even before the president's referendum, tension has escalated. There will be no referendum, and if the reports from Europe are positive, the euro will enter Bulgaria from January 1, 2026," the former presidential advisor added.
The law on the euro was promulgated by the president. If I'm not mistaken - in the summer of 2024. The law was published in the State Gazette, Zarkov also noted.
According to him, there is no Russian or foreign interference in the president's decision. "Radev did not listen to Putin about the referendum. The fact that he did not listen to me does not mean that he listened to Putin," he added.
