The money of the government: Over 15 million leva for salaries of the national representatives since the beginning of the 51st parliament

The rough calculation shows that the Speaker of the Parliament Natalia Kiselova receives an average of over 11,000 leva per month. This should also be the remuneration of Prime Minister Rosen Zhelyazkov. The President should receive two basic parliamentary salaries, which means that according to the latest changes, Rumen Radev's income is just over 15,000 leva.

Since the beginning of the mandate of the 51st National Assembly, until April 30 of this year, the MPs have met exactly 51 times. For this period, the gross salaries paid to the MPs amounted to 15,393,524.73 - according to data provided to NOVA by the Parliament's administration. The data analysis was done with the help of Google Pinpoint.
However, how much does each MP receive? The answer is clearly written in the Rules of Procedure of the National Assembly. The formula for the MP's salary - the average monthly salary in the public sector for the last month of the quarter, multiplied by three.

Thus, according to the latest NSI data from May this year, the average monthly salary in the country for March is 2,556 leva, which means that the salary of the members of parliament is 7,668 leva. However, if the MP has a doctoral degree, this amount will increase by another 5%.

For the previous quarter, for example, MPs received 7,872 leva (the average monthly salary for December 2024 is 2,624 leva), which means that now MPs will receive 204 leva less.

However, all these amounts do not include additional charges for participation in committees and others.

According to the Rules of Procedure and Activities of the Parliament, its Speaker receives a monthly remuneration that is 55% higher than the basic one, the Deputy Speakers of the National Assembly - by 45%, the Chairs of the Parliamentary Committees and Chairs of the Parliamentary Groups - by 35%, the Deputy Chairs of Committees - by 25%, the members of a standing committee - by 15%. by 15%, and parliamentary secretaries – by 10%.

The salaries of the Prime Minister, the Speaker of the National Assembly and the President are calculated based on the salaries of MPs, which means that they also undergo changes with those of MPs.

Every year, senior statesmen and politicians declare what they own to the Anti-Corruption Commission. The data published at this stage are for 2023.

President Rumen Radev declares that he has 5 thousand leva in cash. His bank deposits are worth 275 thousand, and he also reports investments of over 23 thousand leva.
Prime Minister Rosen Zhelyazkov, at the time of filing the declaration in his capacity as a member of parliament, declared a total of 7 properties in Chepelare, an apartment and a house with a yard in Sofia, as well as a shop, indicating that all of them are from inheritance. He has over 419 thousand leva in cash and bank deposits.
The leader and chairman of the GERB-SDF parliamentary group Boyko Borisov declares only savings. The leader of GERB Boyko Borisov reports cash in cash – almost 380 thousand leva. He also has 334,620 thousand leva in the bank.
The co-chair of the PP-DB group, Nikolay Denkov, has indicated that he has two bank accounts in his name, in which there are about 70 thousand leva.

For 2023, the chairman of the MRF-New Beginning group, Delyan Peevski, declares that he rents 5 houses with a yard, another house, two garages, a studio and an apartment. In his declaration, he wrote that he uses 5 cars under a contract. He has almost 900 thousand leva in cash, and his deposits are worth over 3 million and 300 thousand leva. He also has dividend income - over 19 million leva.
The chairman of the “BSP – United Left” Dragomir Stoynev has declared an apartment in Sofia, a car and over 25 thousand leva in bank accounts.
Hayri Sadakov, who heads the MRF-DPS group, has indicated that he owns two cars, has 45 thousand leva in cash and over 9,700 leva in the bank.
The chairman of the ITN group, Toshko Yordanov, has indicated only cash. According to Yordanov, 35 thousand leva is available among them. Yordanov also indicates 19 bank accounts, in which there are just over 700 thousand leva from salaries and royalties.

And last but not least, in addition to the legislative branch, there are also rules for remuneration in the executive branch. Ministers receive the same amount as chairmen of parliamentary committees, i.e. 35% more than the basic MP salary or about 10,300 BGN according to the latest NSI data.
