National Social Security Institute: Pension expenses increased by 13%  - 1

State social security expenses for the first half of 2025 reached 12.981 billion leva, the National Social Security Institute announced. This represents 47.4% of the annual plan and an increase of 1.412 billion leva compared to the same period last year.

The largest share of expenses is taken by pensions with 11.524 billion leva, which is 47.8% of the plan for the year. Compared to the first six months of 2024, pension expenditures increased by 1.322 billion leva or 13%.

The number of pensioners as of June 2025 was 2.056 million people, which is an increase of 12,190 people (0.6%) compared to the same month of the previous year. The average monthly pension of a pensioner amounted to 928.51 leva, having increased by 102.57 leva (12.4%) compared to June 2024.

The second largest group of expenditures is cash benefits and allowances under the Social Security Code in the amount of 1.364 billion leva. They represent 44.4% of the plan for the year and are 87.1 million leva more than in the same period last year.

The total amount of revenues under the consolidated budget of the Public Service as of June 2025 amounted to 7.242 billion leva, which is 47.6% implementation of the plan for the year. Compared to the same period in 2024, revenues increased by 940.3 million leva.

The Teachers' Pension Fund reported revenues of 71.6 million leva (51.5% of the plan) and expenses of 56.5 million leva (45.3% of the plan). The "Guaranteed Claims of Workers and Employees" Fund registered revenues of 1.709 million leva and expenses of 1.435 million leva.

The data confirm the ongoing upward trend in social security expenditures, with pensions remaining the dominant component in the structure of state social security expenditures.
