The MPs from the parliamentary group of "Continuing Change - Democratic Bulgaria" Lena Borislavova, Bogdan Bogdanov and Svilen Trifonov submitted an official opinion to the members of the Committee on Prevention and Counteraction to Corruption in the 51st National Assembly. The opinion expresses serious doubts about the impartiality of two of the members of the Nomination Commission - Silvia Kadreva and Venera Milova and demands their immediate release. This was announced by the PP press center.
„Currently, the ruling coalition is trying to prevent the election of an independent nomination commission and to frustrate its activities by proposing candidates with an obvious conflict of interest“, Borislavova said.““We believe that there are grounds for their dismissal as members of the Nomination Commission due to a conflict of interest and concealment of important circumstances affecting their ability to act objectively and impartially“, the opinion states.“”The rules of procedure for the commission were created in close cooperation with the European Commission, and compliance with them is key to the eligibility of the third payment under the Recovery and Resilience Mechanism (RRF), the opinion recalls.””
Among the specific grounds for conflict of interest:
Sylvia Kadreva was in direct hierarchical relationship with two of the candidates for members of the CPC - Stoyan Petkov and Petar Koev, who until two months ago were subordinate to her in the structure of the CPCONPI and the new CPC. According to the submitters of the opinion, this relationship is concealed in Ms. Kadreva's declarations, which further strengthens concerns about a lack of objectivity.
Venera Milova has held senior administrative positions in institutions led by representatives of the GERB Party - the mayors of Sofia and Samokov, as well as in the Ministry of Justice.“Her professional development clearly demonstrates political and life-long commitment, and not independent administrative expertise,“ the opinion also states.
According to the CPC-DB, these circumstances are in direct contradiction with Art. 3 of the Rules of Procedure of the Nomination Commission, as well as with the European Regulations 2024/2509 and 2021/241, which set the standards for independence and prevention of conflict of interest.
"We insist on the immediate removal of Silvia Kadreva and Venera Milova from the composition of the Nomination Commission and on the immediate initiation of a procedure for their replacement", the conclusion of the opinion states. Until this request is fulfilled, the members of parliament insist that the activities of the Nomination Commission be temporarily suspended in order to guarantee its independence and objectivity.
