During Nadezhda Yordanova's mandate as Minister of Justice, her departmental Registration Agency registered the Rangers' NGO from the "Petrohan" hut with the misleading name "National Agency for Control over Protected Areas".
This is indicated by documents that Epicenter. bg has (See below).
A new connection has been established between a former minister and current MP from "We continue the change – Democratic Bulgaria" and the six men found dead in the former "Petrohan" hut and Okolchitsa Peak.
We are talking about Nadezhda Yordanova, during whose term as Minister of Justice her departmental Registry Agency allowed the registration of a non-governmental organization "National Agency for Control over Protected Territories", which constitutes a serious violation of the regulations, due to the obviously misleading name.
It is understood from the documents in the Registry Agency that on January 10, 2022, five of the people found dead at the "Petrohan" hut and under Okolchitsa Peak – Ivaylo Kalushev, Ivaylo Ivanov, Nikolay Zlatkov, Decho Vassilev, Plamen Stattev, as well as the parents of "Lama Kalushev" – Stiliyana Dimitrova and Nikolay Maistorov, established a non-governmental association with the misleading name "National Agency for Control over Protected Areas".
„There is a very clear provision in the Non-Profit Legal Entities Act, which states that the name cannot be misleading. "Excuse me, but this name is frankly misleading," the dean of the Faculty of Law of Alma Mater, Prof. Daniel Valchev, specifically drew attention to this fact two days ago.
“It is striking that an NGO is registered with the name and powers of a state body“, Rumen Radev also said today, who commented on the eighth day after the tragedy.
It is precisely the misleading name, registered four years ago, that gives grounds from the very beginning of the “Petrohan“ case to claim a paramilitary formation, the purpose of which differs from that stated in the registration.
Despite the obvious violation of Art. 7, para. 2 of the Non-Profit Legal Entities Act, according to which the name must not be misleading, only a day after the documents were submitted to the Registry Agency on January 11, the NGO was registered.
The documents of the “National Agency“ were filed by a lawyer who works in the auditing office of accountant Decho Vassilev, and Ivaylo Ivanov was elected chairman of the NGO, who had worked as a lawyer for the previous two decades and was fully aware that such a name for an association was a violation of the regulations.
An important detail is that before registering the NGO, the registry official gives instructions, but they are not related to the misleading name, but to formal requirements for deleting the personal data of the founders.
Lawyers are categorical that such an action by an employee of the Registry Agency can only be allowed under foreign pressure. Moreover, less than 72 hours pass from holding the constituent meeting, through submitting the documents, to registering the NGO!
At the time of registration, the head of the Registry Agency was Daniela Miteva, who was returned to office in mid-2021 by the acting Minister of Justice Yanaki Stoilov.
Miteva remained in office during the term of office of Nadezhda Yordanova, although at that time there was a scandalous leak of the personal data of hundreds of thousands of Bulgarian citizens practicing liberal professions. Miteva is the head of the Registry Agency for the second time, with her first term in 2009.
With the fact that the Registry Agency quickly registered the NGO with the misleading name National Agency for Control of Protected Areas, which gives grounds for those associated with it to present themselves as a paramilitary or even state structure, Nadezhda Yordanova orders as the next minister in the government of “We continue the change – Democratic Bulgaria“ with Prime Minister Kiril Petkov, who served “Lama Kalushev“ and his followers – all men, without families and without children.
Only a month after the NGO was registered, the Minister of Ecology at the time, Borislav Sandov, signed an agreement with the “rangers“ from “Petrohan“.
At the same time, Boyko Rashkov, as Minister of Internal Affairs, took on the closure of the nearby police station in Godech.
Nikolay Denkov, as Minister of Education, hastily issued a license to a private school that partnered with “Lama Kalushev“'s school.
And the mayor of Sofia Vasil Terziev himself admitted that he was a personal donor to the National Agency from “Petrohan“ during the first two years of his mandate.
All this clearly shows that leading figures in “We continue the change – Democratic Bulgaria“ had close contact with the six dead men, especially while the coalition had its representation in power.
