They were in two separate corrections, and the second was provoked by the brutal violence against Deborah Mihailova in Stara Zagora. This provoked a very serious public wave, there was great dissatisfaction. And this led to the second amendment of August last year. The changes were good, overall, but could have been better. The Domestic Violence Act was passed, but it stopped there. “What did not happen, however, was after the law came into force, a number of additional measures had to be drawn up, adopted by the executive branch, to clothe the law in its practical application. That's exactly what didn't happen. Already in February, with the coalition "Together against violence", which unites 35 organizations fighting domestic violence, we signaled the competent institutions, including the Council of Ministers, that nothing is happening regarding the Regulations for the implementation of the law. This was to define the victim support mechanism. There is also a prepared text that was not adopted by the Council of Ministers. Without it, the courts do not have the methodology to prepare a risk assessment," the guest announced.
“The other thing we lack is prevention. It cannot be the subject of legislation, but it includes many other measures, including educational ones. And from all this it follows that the number of women killed this year remains roughly similar to the previous ones,”, the lawyer added.
