The European Commission has presented two strategies aimed at putting Europe at the forefront of AI: an AI application strategy and an AI strategy in science, the press office of the Representation in Bulgaria announced.
The AI application strategy aims to boost the adoption of AI in all strategic and public sectors, including healthcare, pharmaceuticals, energy, mobility, manufacturing, construction, food and beverage, defence, communications and culture. It will support small and medium-sized enterprises and help industry integrate AI into their activities. Concrete measures include the creation of AI-based cutting-edge healthcare screening centres. In support of these measures, the Commission mobilises around €1 billion. In the future, these sectors will be complemented by new initiatives in areas such as finance, tourism and e-commerce.
The AI in Science Strategy positions the EU as a hub for innovation. At its heart is RAISE - the European Resource for Artificial Intelligence Science - a virtual European institute to pool and coordinate resources for the development and application of AI in science. The Strategy presents measures to attract global scientific talent and highly qualified specialists to the EU through the "Choose Europe" initiative. This includes €58 million under the RAISE pilot project for networks of excellence and doctoral training networks, retaining and attracting talent in AI and science. In addition, €600 million from the Horizon Europe programme will be dedicated to expanding access to computing power for science. This investment will provide dedicated access to AI Gigafactories for EU researchers and start-ups. The strategy aims to double Horizon Europe's annual investment in AI to over €3 billion.
Commissioner for Start-ups, Research and Innovation Ekaterina Zaharieva said: “With the AI in Science Strategy, Europe is taking a decisive step to stay at the forefront. We will give our researchers, start-ups and SMEs the tools to turn ideas into breakthroughs, boosting competitiveness and taking the path from the lab to the market. RAISE will be a catalyst for resources, investment and attracting top talent from across Europe and beyond.“
Henna Virkunen, Executive Vice-President for Technological Sovereignty, Security and Democracy, said: “Europe is well-placed to become an AI continent. With the AI Deployment Strategy, we will help our companies and key sectors - from manufacturing to to healthcare and the public sector — to use AI to deliver real benefits for EU citizens, strengthen their competitiveness and strengthen their technological sovereignty."
The upcoming AI in Science Summit, organised by the Commission and the Danish Presidency on 3-4 November 2025 in Copenhagen, will present initiatives under the AI in Science Strategy, including RAISE.
