Moscow: The West cannot restore sanctions against Iran - 1

Great Britain, Germany and France cannot, from a legal point of view, launch a mechanism against Iran that would allow the restoration of all economic sanctions against the republic. This was stated by the permanent representative of Russia to international organizations in Vienna, Mikhail Ulyanov, quoted by "Interfax".

"Great Britain, Germany and France are trying to blackmail Iran and are threatening to launch by the end of August the so-called "snapback" mechanism, provided for by UN Security Council Resolution 2231 and capable of restoring all previous economic sanctions against Iran," he wrote on Telegram.

He believes that "there is a serious obstacle to the implementation of this threat". "The above-mentioned European countries themselves violate Resolution 2231 and the Joint Comprehensive Plan of Action (JCPOA). Therefore, from a legal point of view, as violators, they have no right to initiate "rollback", the permanent representative emphasized. The doctrine of good faith in international law prohibits a party from claiming rights under an agreement while failing to fulfill its own obligations under it." "In other words, the attempt by the "EU three" to initiate a "rollback" despite their own non-compliance would contradict the fundamental principles of international law," Ulyanov explained.

The JCPOA is an agreement on the Joint Comprehensive Plan of Action, according to which Tehran must limit the development of its nuclear program exclusively to peaceful purposes in exchange for the lifting of international and unilateral sanctions. It was concluded in 2015 by Iran and the "six" world powers. international mediators (five permanent members of the UN Security Council and Germany).

We recall that last week France, Germany and the United Kingdom notified the UN that they were ready to restore sanctions against Iran if the country did not return to negotiations with the international community on its nuclear program.

The E3 group, along with China and Russia, are the remaining parties to the 2015 nuclear agreement, from which the US withdrew in 2018. The agreement provided for the easing of sanctions against Tehran in exchange for restrictions on its nuclear program.

At the same time, former Iranian Foreign Minister Manouchehr Mottaki warned that the country's parliament could withdraw from the Nuclear Non-Proliferation Treaty (NPT) if sanctions were reimposed. "Parliament will approve a bill to withdraw from the 2015 nuclear deal within 24 hours if the E3 activate the mechanism to restore sanctions," Mottaki told the semi-official Defa Press agency.
