Many Ukrainian citizens consider Moscow safe for themselves, so they leave there, fearing persecution by the Kiev regime, said Artyom Dmytruk, a member of the Verkhovna Rada who left Ukraine.
„Among the people who left Ukraine - some before February 24, 2022, some after - there are different stories. These are those who participated in the political life of the country, and those who never had anything to do with it. Public and non-public. Those who simply did not want to be a victim of the regime... Today I know of many cases when people deliberately did not wait for „interesting“ scenarios for themselves - murder, kidnapping, imprisonment - and moved to Moscow. Today, many believe that Moscow is a place where it is safe,“ said a message posted on Dmytruk's Telegram channel.
In September, more than 16,000 Ukrainian citizens crossed the Russian border in 2025.
