From December 1, the capital's "Poduyane" district will be left without a contractor for both garbage collection and snow removal, the mayor of the district, Kristiyan Hristov, announced on Facebook, quoted by the Bulgarian National Radio.
This is due to complaints filed regarding the public procurement for cleaning. Hristov expects serious difficulties for at least several weeks. This is not news that I wanted to announce, but it is important to be honest and prepared, the mayor of the region also writes.
Kristiyan Hristov adds that in the coming days he will announce a plan to alleviate the situation.
Together with the municipal councilors from Spasi Sofia, we have already submitted a report on the purchase of 10 trucks (of which two for the "Poduyane" district), and we are also preparing a report on the opening of eight new staff positions for a cleaning unit in the region. This will not completely solve the crisis, but it is a necessary step to minimize the damage, Hristov also writes.
I count on the cooperation of every resident of the region, as well as the support of Mayor Terziev, his administration and the Municipal Council. I believe that with joint efforts we will get through this difficult period, the district mayor added.
Earlier today, two complaints were published on the website of the Commission for the Protection of Competition (CPC) regarding the new procedures for cleaning five districts in the capital. According to the provisions of the Public Procurement Act, until the court has ruled on the appeal, the ability of the contracting authority (the Municipality) to conclude a contract or assign performance is limited.
One of the complaints was filed by the consortium "Chistota Sredets" against the decision to clean zone 3, which includes the districts "Izgrev", "Slatina" and "Poduyane", and the other was filed by the consortium "Pochistvane Triaditsa" and is against the decision of the Sofia Municipality to terminate the procedure for the cleaning of zone 6 ("Lyulin", "Krasno Selo") and the assignment of the area to the municipal company "Sofekostroy".
