Thousands of drivers whose driving licenses have been temporarily revoked after using alcohol and drugs will be required to take a new exam before their documents are restored. This is clear from proposed changes to the regulation on the terms and procedure for conducting driving exams, published on the government's Public Consultation Portal, dunavmost.com specified.

In the last few years, the number of people whose driving licenses have been temporarily revoked after using alcohol and drugs has reached thousands. According to the authors' reasoning, the amendments are aimed at strengthening the preventive effect. The authorities want to ensure that before returning to the road, violators “possess the necessary and up-to-date knowledge of traffic rules“. Along with the regulation, the instruction for organizing and conducting the exams themselves before the Executive Agency "Automobile Administration" is also being changed.

Key adjustments are also being introduced in the practical exams for new candidate drivers. The provision for termination of driving now exhaustively lists all hypotheses. The exam is stopped in the event of repeated intervention by the commission, in the event of actions dangerous to the other participants, as well as in the event of a traffic accident caused by the candidate.

The previous regulations imposed a "Fail" rating even in the event of accidents caused by other road users. This put the injured candidates at a disadvantage compared to the other students who had the chance to drive in normal traffic conditions.

An explicit possibility is also being added to terminate the exam at the request of the test taker if he is under severe stress, emotional or health conditions. Until now, the chairmen of the examination committees had no legal basis to stop the clock in such situations.

The project also provides for some purely administrative relief for the training centers. The mandatory requirement for theory rooms to have a blackboard is canceled. With the introduction of electronic tests, the need for the examiner to write the beginning and end of the session with chalk has been eliminated. All necessary information, including the points received and the remaining time for solving, is now digitized and visible on the screen of each candidate when the device is started.
