The president has activities to carry out, namely talks with potential candidates for caretaker prime minister, consultations with parliamentary groups before scheduling early elections. We hypothesize that they will be between October 13 and 20. This was stated by the constitutional law expert Assoc. Nataliya Kiselova in an interview for "Focus" in connection with the possibilities for the implementation of the third mandate and the possible dates for the holding of new early elections.
"On "There is such a people" they were given what the president called a "reasonable time" to let him know if they will have a candidate for prime minister or if they will proceed with caretaker governments. My guess is that they will bring the mandate back next week on Monday, and then we'll be well into August. And August 6 will already be too late to issue a decree," explained Prof. Kiselova.
According to her, the presidential decree on the scheduling of new early parliamentary elections will be issued on August 12. Thus, the election date will most likely be October 13, if the third mandate is not implemented.
The expert on constitutional law also commented on the considerations of the head of state that the pre-election campaign should not coincide with the summer months: "If the elections are on October 13, then we can say that the pre-election campaign will take place from September 13 to October 11 , and this is already a time when people start a normal, usual rhythm of life, and the election campaign would be more effective as well".
She also said that theoretically there is still a chance for the realization of the third mandate. However, according to her, for this to happen, the support of one of the three largest political forces in the parliament - GERB-SDS, PP-DB or "Vazrazhdane" is needed.
"Theoretically, there is a chance, because at least in words, part of the parliamentary groups maintain that they want to have a government. But this means one of the three biggest - GERB-SDS, "Revival" or PP-DB, to support, apart from the "There is such a people" group itself, the independents, possibly the BSP.
DPS under the leadership of Peevski categorically stated that they are for elections. So one of the three others must support in order for them to get support numerically. Whether this will happen in practice, I can't say, because each of the groups will approach with their own interests in mind", said Associate Professor Kiselova.
