When the president's veto was imposed in mid-August on the changes to the Environmental Law, it was later understood that the ruling coalition would confirm the law. And in the first days of September they confirmed it - rejected the veto. So, in general, the deputies rendered the Environmental Protection Law meaningless. This is the more dangerous thing. The president can swallow the veto that the National Assembly has not accepted his motives, but the law also contains amendments to the regulatory framework. The Bulgarian Environmental Law is developed in such a way that it reflects only and exclusively the requirements of the EU. In other laws, we have our own control mechanisms and regulations, because they are not problems at the European level. For example, problems with odors, with noise. At the European level, such things have no regulation. He announced this to Lili Marinkova in the studio “FACTS“ and the program “Conversation“ ecologist Toma Belev, co-chair of “Green Movement“.

“But all the changes in the Environmental Law serve “DPS - New Beginning“. Deputies Anastasov and Hamid have been pushing for the removal of regulations at the European Union level for years. What motivates them... This is how preferences are created for big and large businesses, and preferences are not created for the ordinary person. If a person wants to change something in his house, to build a second house in his yard, he must obtain a decision from the environmental authorities. All deadlines are preserved for him - 3,4,5 months. If a large investor wants to build, the deadlines are half as short“, the guest added.

“For example, if the RZI has to decide on nuclear power plant, this must be done within 3 days. This is complete madness. All of this is currently going on the principle of “tacit consent“. Once you do not make a statement within these shortened deadlines, it is assumed that you have expressed consent. This is a violation of all European Union directives, because they require motivated decisions - regardless of whether it is approved or rejected. It simply must be motivated. When there is no statement, this is assumed to be tacit consent“, the ecologist added.
