Today's plenary session will be held between two protests, BNR reported.

The first is scheduled for half an hour before the deputies start work - the VMRO will demand that the rights of citizens with Bulgarian identity in the Republic of North Macedonia be protected after the attack on Vladimir Perev.

In the evening at 6 p.m., the PP and DB are organizing protests against the proposed budget for next year, and the Budget Committee session, which begins at 2:15 p.m., will be broadcast on a screen in front of the National Assembly building.

The deputies decide whether to extend the period for registering wells for personal use by 14 years with a change in the Law for environmental protection.

Amendments to the Penal Code, which introduce heavy sanctions for illegal homes for the elderly, are also being considered for final adoption.

Protests are expected in front of the parliament building.

The deadline for registering wells under the current regulations expires on November 28 this year. The proposal now is for the deadline to be on the same date, but in 2039.

At first reading, the idea of the submitters from the parliamentary majority from GERB, MRF-NN, BSP and ITN to extend it by only 8 years - until 2033, but subsequently the period was extended by another 5 years.

From “Vazrazhdane“ propose that owners of wells for personal needs, who have not yet submitted applications, should not be subject to registration at all with the relevant basin directorate, but the relevant environmental committee did not approve their proposal. The other proposal - by the PP-DB, to postpone registration by only 3 years - until October 1, 2028 - was also not approved.

The agenda of the National Assembly for today also includes the first vote on amendments to the Law on Public Offering of Securities, as well as the final adoption of amendments to the Criminal Code, which criminalize the organization and management of nursing homes without a license.

The amendments provide for up to 5 years of imprisonment for persons who provide services such as nursing homes without a license, if within one year, after having been fined once, they again carry out such activity. If a legal entity has enriched itself from such activity, it will suffer a fine of 100 thousand leva.
