The Charter of the Peace Council of American President Donald Trump contradicts the Constitution, public international law and EU law. Assoc. Prof. Boryana Museva from the Department of “International Law and International Relations“ at Sofia University stated this in front of “Face to Face“ on bTV.
Specify that the charter names Trump as a lifelong chairman and stipulates that he will determine who can be a member and how decisions are made: “The implementation of the activities of this organization depends on his decision. He can dissolve it. He is also the body that resolves disputes between countries.“
“We have a secret procedure – we have not yet seen this act in Bulgarian. This peace pact is nowhere officially found. When we join an international organization, we need to know its content and the other participating countries“, she emphasized.
Assoc. Prof. Museva is categorical that there should have been a discussion and the public should have seen this project, because the consequences of joining such an agreement are very serious.
In her words, this board contradicts the Bulgarian Constitution – of Art. 1, of Art. 4.
„It is obvious that the government is behaving inconsistently and there is a lack of a thorough thought process in making decisions – "It's not serious," she said.
When asked what would happen if it were ratified without enough signatures to pass through the Constitutional Court, she specified: "This could happen and then the question arises whether our constitution has priority or the international treaty to which we have committed ourselves."
Regarding the possibility of Andrey Gyurov becoming an acting prime minister, she specified: "The mandate has not been terminated, but he has been removed from this position. Therefore, it is a matter of interpreting the Constitution on what the quality of deputy governor of the BNB means."
