If, on the date of the introduction of the euro in the Republic of Bulgaria, you had payment accounts in levs and in euros with the same bank or non-bank financial institution, by the end of February you can request the closure of one payment account and transfer of the positive balance on it to the other, without fees and commissions. From this moment on, the terms of the payment account to which the funds are transferred will be valid. This is reminded by the online platform “We, the consumers“.
An important condition for the operation is that both accounts must be free of encumbrances, liens or other legal restrictions. If the payment account that is being closed has a debit balance or an issued credit card, you should repay the relevant obligation before closing.

In the event of charges for fees and commissions for these operations, consumers must file a complaint with the given financial institution. If the dispute is not resolved between the two parties, it can be referred to the Bulgarian National Bank. If a violation is established, the BNB may apply coercive measures - to issue a written warning to the person or to oblige him in writing within a period specified by it to take specific measures necessary to cease or eliminate the violation or its harmful consequences. A property penalty of up to 5,112.92 euros or 10,000 leva is also envisaged, and in case of a repeated violation - up to 10,225.84 euros or 20,000 leva.
