Experts from the Alliance for High Construction Culture checked how the thermal insulation was installed during the free renovation, which covered 2,000 buildings for BGN 2 billion from the state budget. The inspection covered renovated buildings in Burgas, Varna, Vidin, Veliko Tarnovo, Sofia, Gorna Oryahovitsa. That's where the expectations were and that's where most of the buildings were renovated, Stefan Tsonev specified:
"2000 buildings is impossible to cover, but the specific examples we have reviewed are telling enough. Throughout the entire territory of the state, the defects are the same, which shows a systematic lack of control and a formalization of the entire process.
He pointed out that the defects start from the documentation before the remediation and go to the construction process, where the most common is the transfer from the winning company to second and third subcontractors. This is contrary to the contracts with the Ministry of Finance, emphasized the expert.
"There is nothing to be sanctioned along these lines. People suffer the negatives of neglecting the remediation process. The only thing that is visible are the beautiful facades, which hide an awful lot of defects", emphasized arch. Tsonev, noting the low-quality materials used. In the inspections, thermal cameras and drones were used to identify the problems. According to him, the defects could have been avoided.
In his words, it is extremely important that people familiarize themselves with the basic rules. He advised them to take pictures and, in case of doubt, to contact a specialist, as well as to put their requests in writing. When there is a suspicion of poor performance, there are mechanisms to work and fix it, he reminded.
According to the specialist, "this irresponsibility is due to the last 15-20 years of political appointments in all structures". Extremely unprepared personnel are appointed to key positions and every one of the systems suffers from that, he was categorical.
