Filip Gunev: The system of the Ministry of Internal Affairs is politically controlled. There are almost no political par - 1

" The scale of vote buying in recent years has been very massive, monitoring voting in risky sections where votes are known to be sold. In these risk sections, we see that votes are controlled in some form - whether by buying, whether by various motivations, the schemes are endless. The investigation is very difficult and must be done in a short period. The trade itself has started in recent weeks".

This was stated by the former Deputy Minister of the Interior Philip Gunev in the Denyat ON AIR studio.

According to him, attention is focused on organized crime, which offers politicians votes.

"Signals can also be false. If a real investigation is launched to see if votes are really being bought, the minister in question will be immediately impeached. The investigation should actually be political. What all ministers are trying to do is to focus on organized crime, which in some form offers votes to politicians. These are usually moneylenders, other people who control a group of people and offer it to various politicians," added Gunev on Bulgaria ON AIR.

It takes a huge resource to investigate low levels of crime, which is why Europe only investigates medium and high levels, according to the former deputy minister.

"Low levels take too much resource and the police can't handle it. When buying votes, we are talking about nearly 1,000 risk sections, where about 200,000 votes are controlled, which requires a huge resource, not waiting for signals. If we wait for signals to investigate the drug market, we will only get signals from what we have seen. "There are almost no political parties that do not trade votes," commented the guest.

Gunev believes that the MIA system is politically controlled.

"It is very difficult to gather evidence. The problem is also structural. The entire system of the Ministry of Internal Affairs is very directly politically controlled. Because of the opportunity for the Minister to act as Chief Secretary. He himself is also under pressure from politicians. If the minister was in a position where the police had a more independent role, then it would be very difficult for him to exert political pressure," added the former deputy interior minister.
