The Central Election Commission (CEC) determined the terms and conditions for conducting public opinion polls, polls and "exit" surveys. (exit poll) on election day and registration of the organizations that conduct them, for the double vote on June 9, BNT reported.
Until June 1, 2024, including the agencies that will conduct studies “at the exit“ (exit-poll) on the election day must submit to the CEC an application form for the registration of an agency that will conduct a sociological survey on the election day; a certificate of current legal status issued no earlier than April 9, 2024. Agencies must submit a list containing the names and social security number of pollsters by electoral district. The list indicates the numbers of the polling stations outside which the survey will take place.
With separate decisions, the CEC will register the agencies that will carry out surveys “at the exit“ (exit-poll) on June 9, 2024
On election day, pollsters are required to wear only insignia according to a model approved by the CEC, with their quality written on a white background in black letters. They are identified with the certificate issued to them.
The results of the surveys conducted on the election day (exit-poll) are announced no earlier than 20:00 on the election day.
Public announcement of any results of polls conducted on election day (exit-poll) before its conclusion and announcement of the end of election day by the CEC is prohibited in any form.
The results of public opinion polls for the “two in one” they may not be announced in any form 24 hours before election day, as well as until the end of election day is announced on the territory of the country.
The CEC states that pollsters cannot survey voters directly in front of the polling stations. They must work at a distance of at least three meters from the exit of the voting room.
Only voters who have already voted can be surveyed, and pollsters are obliged to inform them that participation in the survey is voluntary and anonymous. The pollsters must have visibility to the exit of the room from which the voters who will be polled leave, without this creating difficulties for the electoral process, added the decision of the CEC.
The decision is subject to appeal before the Supreme Administrative Court through the Central Election Commission within three days of its announcement.
