"I think that for an intelligent person who has the desire and interest to do the work for which has gone on Sunday, this protocol will present no difficulty. It is elementary," Tsvetelina Peneva - a member of the Public Council at the CEC - said on the air of BNT.
"Sectional commissions will complete two protocols. De facto we will have four ballot boxes in the room and the votes in these four consecutive ballot boxes must be counted consecutively. The protocols are not very different from those of the last local elections. Most importantly, as in the October elections, paper and machine votes will not have to be tallied. This is what led to a significant part of the mistakes we witnessed in the last extraordinary elections", the CEC explained.
She added that then there were many errors precisely because of the summation in question. And now, during these elections, it will be carried out in the census centers. He added that there is enough time for all members of the SEC to familiarize themselves with the methodological guidelines for filling out the protocols and what they should do on election day.
"So far, one weak point has been the training of the members of the sectional commissions, which is carried out in the district commissions. The trainings were not well attended by the members of the SIK. Since the last election, they now also have a material incentive to participate in these trainings, so we expect them to be visited," she said.
Tsvetelina Peneva said that mistakes regarding the protocols also happen because of the haste on the part of the members of the sectional commissions to finish this activity and go to hand over the documents to the RIC because of the long queues that are forming.
Regarding CCTV, she was adamant that it was entirely positive as it was a form of control.
"It is now in the upcoming elections that we hope it will play its role again, bearing in mind the experience of the last local elections".
