"There are signs of danger of implosion of the party system. Even if a big player does not emerge, votes go to many small players and the next parliament may be unrecognizable."

This opinion was expressed to the BNR by political scientist Daniel Smilov, program director of the Center for Liberal Strategies.

He predicts "gigantic opportunism" at new elections in the fall.

There is not a single excusable reason for not having a government. There is no logic for the president to delay this process, said the political scientist.

There is a party with a clear lead over the others – GERB, there is also a second party – DPS, with which they are in a kind of symbiosis, he pointed out.

"A government should be formed around them. There is also a party that supports this tandem in many ways – ETC."

On the question of the election of the Speaker of the Parliament, Smilov pointed out:

"It shouldn't be a bone of contention. This will be the first step towards forming the majority."

Regarding the position expressed by ITN to delay the adoption of the euro, the political scientist noted that the issue is being used "for tactical purposes".

"GERB said something like shared responsibility. This is more of a metaphor, not a clear formula for making up a cabinet," commented Daniel Smilov.

ITN will also participate in the allocation of ministers, he added.

In his words, shared responsibility and expert government do not contradict each other.

"There is no idea that in an expert government the people are absolutely independent and equidistant."

It is much more logical for the government to be formed around GERB, DPS and ITN. There is also a potential theoretical opportunity for participation and support of the BSP, but it is very small, Smilov also said.

The election result of PP-DB suggests that they are the opposition. If the GERB wanted to rule with them so much, they had ready rule. GERB preferred to go to the elections, says the political scientist's analysis.

He does not rule out rescheduling the procedure for forming a government.
