Her colleague Petar Cholakov defined the debate between the constitutional judges as contested. He referred to the opinion of the constitutionalists who voted 6:6. “There were several special opinions from judge Belazelkov, Desislava Atanasova also had some considerations,” said Petar Cholakov. “Judicial reform was turpilated, but it was not completely turpilated”, he added.

According to Rumiana Kolarova, the decision of the Constitutional Court was inevitable in the part that refers to the judicial reform. “It was inevitable because of the convoluted way in which these changes were made. Changes to the Constitution concerning the judicial system had to be adopted or at least key changes had to be made in the legislation, Kolarova added.
