Bulgaria is on the Kremlin's list of countries with "destructive" attitudes towards Russia. Russian Prime Minister Mikhail Mishustin approved the list of countries that contradict the spiritual and moral values of the Kremlin.

The document was signed on September 20 and was issued in accordance with President Vladimir Putin's August 19 decree to provide humanitarian support to individuals who share the values in question. The decree provides for a simplified procedure for moving to Russia for those who do not accept the "destructive neoliberal attitudes" in their countries. Such applicants will not be required to have knowledge of Russian language, culture or history.
