On Tuesday, President Rumen Radev will start consultations with the parties represented in parliament.

"This is the first moment of the government formation procedure. The head of state will hand over the mandate at the moment when he considers that the consultations have exhausted their nature and achieved their goals," commented constitutional law professor Dr. Orlin Kolev in the studio of the show to NOVA NEWS.

According to him, the goals are to achieve that parliamentary consensus for the future government through the mediation of the president.

"It is possible that after the consultations, Radev will wait and not hand over a mandate immediately. Through mediation, the head of state must give the opportunity, time and atmosphere to the parliamentary groups to reach a consensus regarding the future regular government," Dr. Kolev also pointed out.

"There is no deadline in which the mandate must be handed over. Radev must show his functions. The role of both the president and the political forces is important," said the professor of constitutional law Assoc. Hristo Ormandzhiev.

According to Kolev, the first candidate for Prime Minister has 7 days to fulfill the mandate or return it. "From there, there is also no deadline for the president to hand a mandate to another political force for the second time," he also pointed out.

Kolev explained that in the event of an unfulfilled first mandate and before the handing over of the second, the president can, at his discretion, hold consultations again, without the Constitution obliging him.

"In the event of a second unsuccessful attempt to form a government, the head of state has a 7-day period during which to hand an exploratory mandate for a third time to an arbitrary parliamentary group. It is not necessary for it to be the third in a row," he added.

"There are quite a few political forces that may get the third term. The president will have a choice if there is a second unsuccessful attempt to form a regular government," said Assoc. Ormandzhiev.

According to him, a "constitutional Christmas" is expected in the country. "We are waiting for the relevant pronouncements of the Constitutional Court, which may "stir up" the cards in the situation", added Assoc. Ormandzhiev.
