In order to increase trust in the electoral process and to guarantee to the maximum extent that the votes of Bulgarian citizens will be counted according to their free will, “We Continue the Change“ is submitting today a bill to amend and supplement the Electoral Code.
Due to the obvious shortcomings of the current practice and legislation, in some places “the party“ of invalid ballots becomes the first or second political force in several consecutive elections.
This is stated in a statement from the PP press center sent to the media.
Here are the main changes that the party is proposing:
1. Manual vote counting is completely eliminated, and optical scanning machines are introduced, which will count the votes from paper ballots.
2. Voting by machines is counted through the protocol generated by the machine itself.
3. Scanning devices for voters' identity documents and an electronic system for recording in the list are introduced, which is updated in real time and does not allow repeated voting in another place.
4. The composition of the Central Election Commission changes after each election to ensure fair representation of political forces.
The section election commissions will not count either the paper ballots or the so-called. ballots from machine voting.
The counting will be carried out by optical scanning devices and the electronic voting machine, thus avoiding human error or illegal manipulation of the election result.
The protocols from the optical scanning devices and the electronic voting machine will be printed immediately after the end of election day and attached to the protocol of the section election commission, which will save a lot of time and effort for the commission members and will guarantee the accuracy of the reported data, without counting by hand, preparing drafts and repeatedly correcting errors in the commission's protocol.
The optical devices for scanning and counting votes from paper ballots and their operating systems are state property, acquired and managed by the Central Election Commission.
