The Governor of the BNB, Dimitar Radev, has no right to speak alone on behalf of the bank, especially to speak on such a cardinal issue as changing the monetary system. He can speak if authorized by the Governing Council of the BNB or by the Coordination Council for Preparation for Bulgaria's Membership in the Eurozone. This Coordination Council was established in 2015 by the Council of Ministers and is signed by Boyko Borisov. But more about him in a moment. Dimitar Radev is a member of the Governing Council of the BNB. He can convene the Governing Council, can speak and explain decisions of the Governing Council of the BNB, can appoint and dismiss employees according to our labor legislation. But in the BNB Board of Directors he has one vote, and in the Board of Directors there are people elected by the parliament and the presidential institution. So Dimitar Radev is the first among equals and he cannot develop any personal theories. This was announced to Lili Marinkova in the studio “FACTI“ and the program “Conversation“ by Prof. Rumen Gechev, a former MP and lecturer at the UNWE, on the occasion of Dimitar Radev's interview with “Politico”.
“Dimitar Radev must answer the following question. As I have already said, in 2015, the Government of the Republic of Bulgaria, pursuant to a decree of the Council of Ministers, formed a Coordination Council to prepare Bulgaria for entry into the eurozone. This council must make calculations as to whether our country is ready to enter the eurozone and present a report. What have you been doing, Mr. Radev, for 10 years, since you have been the chairman of this council. Why have you not fulfilled your duties as chairman? Where is the report commissioned by the BNB government? Why are they hiding the report? In 2022, Kornelia Ninova and I requested the report. This was in connection with changes to the Euro Law, but the report was presented by the BNB working group and was not approved by the Coordination Council. Mr. Radev's subordinates had a first version developed by BNB experts back in 2017. This version, which was presented to us in parliament in 2022, was not signed by BNB Governor Dimitar Radev. Why does Dimitar Radev refuse to sign a report on the euro by his own experts, but it was signed by an advisor to Mr. Radev. This expert report reaches the Ministry of Finance in 2022, because the Ministry of Finance has to add the other part of the analyses. But then from the Ministry of Finance – Asen Vassilev was the minister at the time, he deleted BNB texts from their report. Kalin Hristov – Deputy Governor of the BNB, objects to this action of the Ministry of Finance and Assen Vassilev. This action of the Ministry of Finance is a violation of the Constitution and a gross violation of the independence of the BNB“, shared Prof. Gechev.
