„Vazrazhdane“ submitted a proposal to the Speaker of the National Assembly that MPs who do not actively participate in parliamentary activity should lose part of their monetary remuneration. The draft resolution submitted by the largest opposition party proposes:
„The payment of the MPs' labor is accordingly regulated in the Financial Rules on the Budget of the National Assembly by the Rules of Organization and Activity. According to Art. 13 of the above-cited financial rules, in the event of an unjustified absence from a plenary session, a standing parliamentary committee, a temporary parliamentary committee, a parliamentary subcommittee and a working group of a member of the parliament, a deduction equal to his daily remuneration shall be made. In the event of an unjustified absence from three consecutive or a total of 5 plenary sessions for the relevant month, a deduction equal to two-thirds of his monthly remuneration shall be made to the member of the parliament and the National Assembly shall not bear more than one-third of his additional expenses under Art. 11, and when, due to a lack of quorum, the session of the National Assembly is not opened or is terminated, a deduction equal to two-thirds of the daily remuneration shall be made to the members of the parliament who were absent from the session for unjustified reasons.“
From „Vazrazhdane“ justify their proposal with the fact that there is a widespread practice of registering at the beginning of the working day at 9:00 a.m. and subsequently leaving the plenary hall without justification. There is a strong public response to the photos that have appeared of MPs using the hall for rest and sleep without actually participating in the working process of the National Assembly.
“In absence or in a state of sleep, MPs are physically unable to express the people's will and any arguments that non-participation in the voting process is a form of attitude towards the issues set for resolution are unfounded.“, are categorical from “Vazrazhdane“.
