Ukrainian forces continue to advance in and near Kupyansk, and more details about the counteroffensive have emerged.

This is reported by the Institute for the Study of War (ISW).

Ukrainian military observer Yuri Butusov reported that the lost territories will likely prevent Russian forces from maintaining their remaining positions in South Kupyansk.

Geolocation footage released on December 12 and 13 shows that Russian groups remain in North and West Kupyansk.

Russian forces fired a total of 495 missiles and drones into Ukraine on the night of December 12-13, targeting energy infrastructure across the country. The Ukrainian Air Force reported that Russian forces fired 465 Shahed, Gerbera and other drones, of which approximately 270 were Shahed, from the directions of the cities of Kursk and Orel; Millerovo, Rostov Region; Primorsko-Akhtarsk, Krasnodar Krai; and occupied Khvardiyske and Cape Chauda, Crimea.

Ukrainian officials reported that Russian forces had struck civilian energy, housing, and port infrastructure in Odessa, Dnipropetrovsk, Cherkasy, Chernihiv, Kirovohrad, Kherson, and Mykolaiv regions, wounding at least eight civilians. Ukrainian President Volodymyr Zelensky and the Ukrainian Ministry of Energy reported that Russian attacks had hit energy infrastructure in the Dnipropetrovsk, Chernihiv, Odesa and Mykolaiv regions, causing power outages in Sumy, Kharkiv, Odesa, Chernihiv, Kherson, Dnipropetrovsk, Kirovohrad and Mykolaiv regions.

Ukrainian Interior Minister Igor Klymenko reported that the Russian strikes had left over one million subscribers without power across the country.

Ukrainian Deputy Prime Minister Oleksiy Kuleba reported that the Russian strikes had left Odessa without electricity, water and heating.

Ukrainian’s largest private energy company DTEK reported that the Russian strikes had damaged 20 power substations in the Odessa region and caused outages for at least 100,000 subscribers across the region.

The Ukrainian Navy reported on December 13 that Russian drones hit the Turkish ship Viva, which was transporting sunflower oil in the Black Sea at the time of the strike.

Zelensky announced that he would hold discussions on the peace agreement with American and European delegations in Berlin in the coming days.

Two White House officials told Axios on December 13 that US special envoy for the Middle East Steve Witkoff and former senior adviser to the US president Jared Kushner would meet with Zelensky, British Prime Minister Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz in Berlin on December 15.

A White House official said that the United States would support a possible Ukrainian territorial referendum and saw Zelensky's proposal to hold such a referendum as progress in peace talks.
