Ukraine is not mentioned once in the US budget proposal for fiscal year 2027.

President Donald Trump's budget plan was released on April 3.

According to the proposal, Ukraine is not mentioned in any section of the 92-page document, one of the goals of which is to overhaul the US foreign aid process in order to “erode fraud and abuse“.

The 92-page document released by the White House outlining priorities for 2027 does not include Ukraine as a direct funding item.

The budget proposal envisions a record increase in defense spending to $1.5 trillion (a 42% increase), focused on military modernization and space defense systems.

The plan envisions a 10% ($73 billion) reduction in non-military spending by eliminating programs the administration has labeled “wasteful” or ideologically charged.

Despite its absence in the new plan, in December 2025, Congress passed the National Defense Authorization Act (NDAA), which has already allocated a fixed military aid of $400 million per year to Ukraine specifically for fiscal years 2026 and 2027.

The Trump administration has expressed a preference for arms sales through European allies rather than providing direct grants.

It was previously reported that the US administration expects to reduce foreign policy and foreign aid spending by a third in 2027.
