NRA: Check for debts if you are about to sell property

Notaries and registry judges identified over 286 thousand debtors to the revenue agency when selling cars and properties

Before selling real estate or motor vehicles, it is advisable for sellers to check whether they have debts to the NRA before a transaction with a notary, in order to avoid delays and subsequent inconveniences in confessing it. The inquiry, as well as the payment in case of debts, are carried out quickly and easily through the electronic service of the revenue agency “Inquiry on debts with the possibility of making payments“, accessible with a PIN or QES, or at an NRA office.

If there are unpaid public debts at the time of the transaction, it will not be possible to complete it until they are repaid. The reason came into force in May 2024. a change in the Tax and Social Security Procedure Code, by which notaries, registry judges, as well as relevant officials, are obliged to check with the revenue agency for debts of sellers of real estate or motor vehicles, of persons who have mortgaged property or pledgors. If they establish such debts, they cannot conclude the transaction before the debt is paid. In the event that due to financial difficulties the debts cannot be repaid in advance, there is a possibility that they can be paid by the buyer with the sales price.

In less than a year, notaries, registry judges and officials have made over 1.6 million inquiries to the NRA for outstanding debts of the transferor and/or founder of real rights, upon registration of a mortgage or special pledge on real estate and upon transfer of ownership of a motor vehicle. 286,329 of the checked persons had debts established at the time of the inquiry, which is nearly 17.5% of the cases. The debts repaid by them, collected by the NRA, are over 260 million leva. For additional security that the scheduled transactions will not be canceled, delayed or rescheduled, the revenue agency informs monthly about the presence of outstanding public debts of the citizens and companies that have declared their email address and/or contact phone number. This contact information can be requested and corrected online through the electronic service “Management of contact information“, accessible with a personal identification code (PIK) or an electronic signature. Another option to declare an email address or contact number is at an NRA office.

The Revenue Agency also made a short video, providing guidance to individuals and legal entities on how to make online inquiries about the existence of obligations and their payment before appearing before a notary, in order to avoid significant inconveniences when declaring transactions with real estate or motor vehicles.
