"The bill for the introduction of a special manager resolves the issue of future sanctions in all cases, because in this way it creates conditions for the appointment of a special manager and the refinery to operate, but from the law to the actual operation of the refinery, there are many steps that I do not know to what extent they have been considered", said energy analyst Dr. Ivan Hinovski on the "Face to Face" program.

"A special manager cannot be appointed in 2 or 5 days. He must be appointed after the adoption of a work order. A number of conditions must be assigned to him, rights and responsibilities", he added.

According to him, a team must be appointed. He cannot work alone. In addition, the law does not stipulate that at least two months are needed for a special manager to start working effectively - institutionalization of this instance.

"We are late. You will see how long it will take to select these individuals (the draft law provides for up to 3). It is very important that one of these individuals be from a prestigious, global oil company. This would inspire more confidence in the actions of a "special manager", Hinovski also stated.

Regarding the difference between Bulgarian law and German law: Our law allows operations with the assets of the "Lukoil" company, while the German law does not provide for the sale of assets," the expert also stated. They did not dare to make such a profound change, he added. At the time, our rulers were worried about the most advantageous option - nationalization. This is very risky, Hinovski believes. This is a very difficult decision, it should be reconsidered, he added.
